Since 2015, manufacturers and importers of HFC refrigerants have been required to hold quota allocations to make or place HFCs in GB and EU markets. The HFC phasedown in Great Britain currently sets the quota at 31% of the original 100%, with a further reduction to 24% scheduled for 2027.
However, this legislation is now under review. Proposed reforms could reduce the 2027 quota further to 16.2%, representing almost a 50% reduction in availability compared to 2026 levels, as outlined by the UK Government:

It is important to note that quota is measured in CO₂ equivalent tonnes rather than physical tonnes. As a result, refrigerants with higher Global Warming Potential (GWP) consume significantly more quota, making careful planning essential during the HFC phasedown.
If implemented, these changes are expected to place increased pressure on the availability of medium- and high-GWP refrigerants, leading to higher prices and potential availability constraints.
As a result, continued use of traditional higher-GWP refrigerants will become increasingly challenging, and consumers will need to consider transitioning to long-term, sustainable low-GWP alternatives.
